Added a Pin to Stage option to the remote user controls menu in the group consultation call screen.

Group consultations:
- Added the option to admit participants one by one
- Increased the maximum duration to 4 hours
- Enabled report tags
- Added a note to the waiting area to advise service users to keep their screens unlocked at all times.
Enabled Consult Now by default for all waiting areas, except where the feature had previously been disabled or where an organisation preferred to leave it disabled by default.

Service users with the same first and last names as their service provider now appear in the group consultation waiting area list, and can be added to the call as usual.
Fixed an issue in which there were multiple calls being sent for a single API.
Organisation reporters will no longer receive emails announcing the creation of a new waiting area.
Fixed an issue in which a disruption to a service user's socket connection either during a group consultation call or while waiting to join one would disconnect the call and not allow reconnection.
